deci am si eu o problema la tastatura , e cam de cand am pus windows 7 ....
pe butonul care ar trebuie sa faca semnul ~ face defapt ¬
shift + 1 = "
shift + butonul pentru " = @
si mai multe ...
vreo solutie ?

In control panel > regional and language settings > languages > details > sterge toate limbile in afara de EN apoi salveaza.
