Pare ok, deci nu de la asta e problema.
Incearca sa schimbi pluginul admincmd.

Mai bine posteaza continutul fisierului cmdaccess.ini aici. Mai exact, verifica tu in cmdaccess.ini, in dreptul comenzii amx_cvar, daca este litera "g". Daca nu e deloc acolo comanda, o pui tu la sfarsitul fisierului. Sa arate asa:
