Vote best Player in actually Playerlist

Hello, could anyone create an Fun Plugin?
Like the amx_vote Plugin .
The Plugin should ask maybe all 20 minutes like: "Who is the best Player actually in the Server?"
Vote --- but dont show who voted for who. When Vote is done (max 10 seconds) then the mEssage should come in Chat+ Hud
" The Best Player is ************ with xxx Votes.
It would be cool when this is possible?!
